Types of Liquor Licenses Available in Florida

In truth, there are multiple categories of liquor licenses being issued, some of which you may purchase from other business owners. However, the most commonly used one is the quota license, which is used for bars, nightclubs, lounges, liquor stores and even restaurants. A quota license is a type of liquor license that allows an establishment to either sell package of alcoholic beverages, or the ability to serve beer, wine, and full liquor with consumption on premises – or both.

As the name implies, this type of license is very limited in number and issued based on the population of the given county. Florida Beverage Law limits the total number of quota alcoholic beverage licenses by county population estimates and can issue no more than one license for every 7,500 residents within a county.

Beer, Wine, & Liquor Consumption on Premises & Package Sales – Quota License (4COP, 5COP, 6COP, 7COP, 8COP)

A business establishment may sell beer, wine, and liquor for consumption on the premises when they are granted this type of quota license. The drinks, in some cases and depending on local ordinances, may also be sold in sealed containers for consumption off-premises. Annual license fees for this license will vary based on population and county. (Increasingly popular in Florida is the 4COP license.)

Beer, Wine, & Liquor Package Sales License Series (3PS, 3APS, 3BPS, 3CPS, 3DPS)

These are quota licenses (categorized by population size) that give permission to an establishment to sell beer, wine, and liquor for package sale only. Consumption on-premise is not allowed; therefore, all drinks should be in sealed containers and should be consumed off-premises only. Temporary fees for this license will vary based on population and county.

Beer + Wine Consumption on Premises (2COP)

The 2COP license allows businesses to distribute both beer and wine for on-site use or, also depending on local ordinances, for packaged sales in sealed containers. 

Both permits are limited to goods with an alcohol level not exceeding 6%.

Beer Consumption on Premises (1COP)

The 1COP license authorizes Florida business establishments to sell beer for consumption on premises. Similarly, license fees for these licenses will vary based on population and county. 

In special cases, if local ordinances allow it, the 1COP license also authorizes package sales in sealed containers.

Beer and Wine Package Sales (2APS)

This license authorizes Florida business establishments to sell beer and wine in sealed containers for consumption off-premises. This is applicable to general stores and convenience stores. The alcohol content level is limited to 6.243%. Ultimately, annual fees for this license will vary based on population and county.

Beer Package Sales (1APS)

This license authorizes Florida business establishments to sell beer in sealed containers to customers, for consumption off-premises. This is applicable to general stores and convenience stores. The alcohol content level is limited to 6.243%. Annual fees for this license will vary based on population and county. Does not require local zoning approval.
